Coalition Development

Effective prevention begins with strong, well-organized coalitions. This section offers resources to support coalition development and sustainability, including guidance on:

  • Building and maintaining diverse, representative coalitions
  • Applying SPF steps to coalition planning and decision-making
  • Establishing shared vision, goals, and prevention priorities
  • Strengthening leadership, governance, and collaborative practices
  • Using data and community input to guide prevention strategies

These resources are designed to support coalitions at all stages—from formation to long-term impact—while reinforcing community-driven and data-informed prevention efforts.

Coalition Products

community needs assessment should help coalition members fully understand the scope of the substance-use problem in their community. It should present information clearly and with enough context for members to grasp why each issue matters. Ultimately, the document should serve as a foundation for the coalition to rally around as they work together to address the problems it identifies.

The logic model is grant-specific and should focus on primary prevention for the grant. It should use the information found in the community assessment. The strategies listed in the logic model should align with the objectives submitted for the grant.

The strategic plan takes those strategies listed in the logic model and give details on who/what/when/where for accomplishing each.

Basically, each document drills down to a more focused view of what the grantee is doing. Building on information from the previous document creates a continuity of information that moves backwards and forwards through the deliverables.

Below are color-coded samples that help identify the flow between the documents.
